I heard that Lewisville might allow drilling next to one of the schools.

This is sad and if LISD signes leases, it will allow one of the sites to be a "super pad" with multiple wells.
If Lewisville says no, this would be great but it is not likely the council will say no.
Many residents signed leases in this area, there was a group that formed and worked with Cherokee Horn on a lease.
But there is a also a group of holdouts so it should be interesting how this plays out.
Lewisville does not have the greatest ordinance either.
Let's hope the Lewisville council uses common sense and thinks about the children attending these schools.

Nope, none of the sites to be discussed in Monday night's city council meeting are anywhere near schools.

Lewisville ISD, on the other hand will have a board workshop in Monday night, and one of the topics regards hiring an oil and gas consultant to advise the district on its options. The board and superintendent have no appetite for drilling near schools, but there are some properties that are the subject of rule 37 exemptions where the district may have to consider its options.

And its not like LISD put up any fight in protecting Liberty Elementary from facilities a half a mile from the children. Or the infamous rig on Hilliard Airfield which is in close proximity to Bluebonnet Elementary. But wow leasing mineral rights to Titan would be the last straw. Hey I got an idea maybe LISD schools can start drawing blood for drilling chemicals while they give kids mandatory drug tests if they want a parking spot on campus. Fucking fascists.

Titan has applied for some rule 37 exemptions on LISD property, and has set unit boundaries that include others. I don't think LISD will be able to stop any drilling, but they could use their bargaining power to demand tougher standards on emissions.
I think LISD also needs to start tracking data on student physical complaints at campuses near pad sites. I'd like to see more data on Liberty elementary, and compare it to some of the other schools to see whether it's outside the normal range.

LISD cannot stop a bore hole from coming within 1 foot of their tract (i.e. a successful Rule 37) however, if they do NOT sign they CAN stop the well bore from going under their property and vastly reduce the impacts of drilling near these sites. Titan wants LISD to sign because it tips of balance of profitability. If they don't sign, you might be surprised how limited the drilling would end up being.

Also, there is no Rule 37 on LISD property. There is a pending Rule 37 on some Lewisville city property, is that what you were referring to?

You're right – my bad, I misspoke. You're correct that there are not currently rule 37 exemptions for LISD property. I've been looking at plats so much my eyes are crossing. Basically, a lot of LISD property is included in plats for units that Titan Operating is getting permitted. Titan has drawn the horizontals in a way that suggests to me that they don't actually want to drill them this way, but that they just want to have an RRC permit in hand so they can pull a city permit.
For example, the B&H NE unit, they draw a horizontal that goes 330' from LISD property, but in doing so, they make an inefficient run. I'd be shocked if they actually drilled it that way. They probably don't want to stir the pot too much right now with a city permit at stake.
That's just my speculation though.

I suspect you are right and maybe in addition it is just to get enough test production to make sure it will be a good well and then they can climb the rest of the administative mountain.
